Simultaneous interpretation and American Sign Language assignments lasting two hours of more require a 2-person team per language.
Labor, Service, and Task Descriptions
Consecutive Interpretation
Consecutive interpreting is rendered in the consecutive mode (i.e., with pauses) and typically takes place in informal settings. However, this service can also take place in formal settings, if requested. During a consecutive interpretation, the interpreter begins speaking only after a speaker has finished and typically stands near the speaker while listening and taking notes as the speech continues. Parliament utilizes both Qualified and Certified interpreters to perform consecutive interpretation requests on customer site.
Simultaneous Interpretation:
Simultaneous interpreting is rendered in the simultaneous mode (i.e., with no pauses) and typically takes place in formal settings, where the interpreter is in a booth at the customer site, outfitted with sound equipment, and cannot seek clarification or affect the pace of the discussion.
Escort Interpretation:
Escort interpreting is rendered in the consecutive mode and the translation of the speaker’s words into another language takes place as the interpreter accompanies or a person or group. This form of interpretation can sometimes require the use of portable audio equipment to ensure the entire group can hear the dialogue.
Interpretation services include: oral communication to and from English and native foreign languages, and involves but is not limited to: Simultaneous, Consecutive, Escort. These three forms of interpretation apply to Community, Telephonic, Voice-overs, Sight Translation services, any other forms of interpretation. Interpretation is used in multiple forums: meeting, conference, seminars, litigation, briefing, training, and more.
Qualified Interpreters:
Qualified interpreters have a minimum of 4 years interpretation experience and a University Degree. Qualified interpreters do not usually have the experience and expertise required to effectively complete simultaneous and escort interpreting tasks; therefore, Parliament does not use qualified interpreters for these assignments.
Certified Interpreters:
Certified interpreters have a minimum 4 years interpretation experience and a minimum degree. This class of interpreters have completed formal interpretation training curriculum from an reputable program and have successfully passed a credentialed test.
Services for the Visual and Hearing Impaired (SIN 382-5)
Services under this SIN enhance the accessibility and availability of the spoken and written word by those who are visually and/or hearing impaired. Sign Language Services include ASL/English, Manually Coded English, Pidgin Signed English (PSE), Contact Sign, International Sign Other services include Closed Captioning, Voice-overs, Textbook or Audio Script Translation, Website (HTML) and Online Document Translation with typesetting services, Telephone Services (TDD and TTY), Close-Captioning, Deaf Interpreting, Tactile, and Cued English Transliteration. Braille, Text Adaptation, and Section 508 Compliant Language Services are also provided under this SIN. Products may be offered under this SIN that compliment the services outlined to provide a total solution for full accessibility of all forms of communication.

Labor, Service, and Task Descriptions
Simultaneous Interpretation
Simultaneous interpretation is rendered when an interpreter listens and signs, or watches and speaks, at the same time. The interpreter starts conveying a sentence in the target language while they listen to or watch the message as its delivered in the source language. This form of interpretation usually takes place during business meetings, workshops or conferences.
Consecutive Interpretation
Consecutive interpretation is rendered after the speakers has spoken or signed a sentence or paragraph. The interpreter may need to take notes to aid in the process of creating a clear and accurate translation. This form of interpretation usually takes place in small group or one-on-one settings settings such as with a doctor, counselor or attorney.
Both forms of interpretation call for the interpreter to sit in proximity to the English speaker so that the deaf/HoH person can see the interpreter as well as the facial and body expressions of the English speaker.
ASL Qualified Interpreter
The Americans with Disabilities Act (ADA) defines a “qualified interpreter” as “...someone who is able to interpret effectively, accurately, and impartially, both receptively and expressively using any necessary specialized vocabulary. These interpreter’s qualifications for interpreting for deaf/HoH persons has been determined by credentials and experience to be appropriate for interpreting for deaf persons. All of Parliament’s qualified interpreters must have a university degree and four years of experience.
ASL State Registered/Certified Interpreter
Certified ASL interpreters have a minimum of a Bachelor’s Degree, four years experience, and certification from the Registry of Interpreters for the Deaf (RID) or the National Association for the Deaf (NAD). Interpreters with these certifications are recognized as fully certified in interpretation and have demonstrated their ability to interpret between ASL and English for voice-to-sign and sign-to-voice tasks.
